VET Reform Programme has entered its new, fourth phase. So far within the Project, administrated by the Ministry of Education, and implemented with the financial and technical assistance from the European Union, over 150 secondary vocational schools from all over the Serbia have been involved. This latest phase, called "Modernisation of the VET system in Serbia", is aimed at supporting continuation of the VET reform process. The Project is funded through IPA 2007 Programme.

The fourth phase of the VET Reform Programme is scheduled to run for a period of 30 months (from 1st October 2009 till 31st March 2012) and will be directed, first of all, on strengthening institutional capacities through the support to the establishment and functioning of the National VET Council and strenghtening social partnerships, further improving national qualifications system, developing quality assurance system in VET and further developing of continuing VET (CVET).

Activities of the project will be focused on several areas:

  • Support to the work of the National VET Council, development of the new model of social partnerships at all levels, development of the system of financing VET and improvement of the legal framework
  • National Qualifications Framework (NQF) development (occupational standards, qualifications standards and standards in VET), support to systematisation of pilot profiles in at least two sectors
  • Development and implementation of quality assurance system in VET, development of procedures for accreditation of trainings and training providers
  • Further support to adult education development
  • Support to the school upgrading project financed through the European Investment Bank (EIB) Loan
  • Support to equipment supply

For the implementation of the fourth phase of the VET Reform Programme the European Union has, through the Delegation of the European Union to the Republic of Serbia, provided funding of € 4 million. Technical support and assistance to the Ministry of Education in this phase of the reform will be provided by experts of the German consulting company GOPA mbH.

 

 

 
WHAT ARE WE DOING?

To respond to the future needs of the economy and to the immediate needs of individuals for employment and enterprises for skills - then the European Union is assisting the Serbian Government in a major reform of vocational education and training.

The intention is to help with:

  • New approaches to learning and teaching in vocational education and training
  • Assistance in identifying and responding to individual, community and enterprise needs for skills and competences
